Hidden applications no longer move to the end of the command-tab list

Summary:

Using Command-H to hide an application used to move it to the end of the Command-Tab list. This is no longer the behavior.

Steps to Reproduce:

1. Open three or more non-fullscreen applications.
2. In a running application use Command-H to hide it.
3. Press Command-Tab

Expected Results:

The hidden application should be listed after all the running "visible" applications.

Actual Results:

The newly hidden application is the first in the Command-Tab list after the active application and is currently selected.

Notes:

This change in behavior is annoying as the hidden application is now "in the way." If I wanted it in the way, I would not have hidden it.
