Summary:

Bugreporter bug blocks submission of "Crash" classifications, because the required field "Select a Configuration" drop down is blank.

Steps to Reproduce:

1. Create a bugreport
2. Choose the Crash/Hang/Data Loss Classification
3. Fill in required fields
4. Click Submit
5. Gett red error saying I must select a configuration.
6. Try to select a configuration, but the drop down is empty (except for the "Select a Configuration" placeholder)
7. Try clicking Add anyway
8. Get a red error "Select a Configuration before clicking add"
9. Give up and choose the "Serious Bug" classification instead.
