Newsstand doesn't continue partial downloads

Summary:
There are no way to continue with partial downloads when a newsstand download fails.

Steps to Reproduce:
1. Start a newsstand download (try a large 400MB download or something)
2. Turn on airplane mode or something else that will interrupt the download

Expected Results:
There should be some mechanism to continue a partial download with newsstandkit.

Actual Results:
Download starts from the beginning
