Developer should be able to control if information opt-in is displayed

Summary: When making a auto-renewable in-app purchase, the user is asked if he wants to opt-in for the developer to collect informations about him. There is no way to disable this alert, and the alert text make it sounds like if it was a deliberate choice from the developer.

Steps to Reproduce: Implements auto-renewable in-app purchases in your app. User make such purchase.

Expected Results: Display the information opt-in only if the developer asked for it.

Actual Results: The information opt-in is always shown.
