Steps to Reproduce: 1. Launch Xcode 2. Open Preferences 3. Select Downloads Tab 4. Select Components Tab 5. The issue is fixed and I was able to update the command line tools without the mentioned xcode-select trick.
I believe a colleague worked around a similar problem with 4.3.1 with "sudo /usr/bin/xcode-select -switch /Applications/Xcode.app" (or wherever your Xcode.app is).
