Global font cascade table failed in Chinese when using Core Text

Summary:
Global font cascade table doesn't work as respected, ie, not following the base font settings.

Steps to Reproduce:
Create an English font using font descriptor and do not setup font cascade list to trigger the using of global table.
Rendering some English mixed with some Chinese.

Expected Results:
The font fallback should follow the base font setting, ie, when base font is bold, the fallback font is bold.

Actual Results:
When base font is regular, fallback font is bold(on device) and even worse "bold mixed with regular" on simulator.
