Summary: fail to resolve document security scoped bookmark

Steps to Reproduce:
1) Build the attached xcodeproject,  (fix code sign settings if necessary)
2) run DocBookmarkTest.
3) File->Save save a file with name "Test"
4) "Add Ref", select a text file.
5) File->Save again
6) Close the document "Test"
7) re-open the document.
8) click the "Read Ref" button.
9) step through the code. 
in [BookmarkEntry urlByResolveBookmark:ofReferrer:] method, you can see the returned NSURL value is nil, but error is nil either.
In Console Window, there's a message "ScopedBookmarkAgent, Failed to retrieve collection-scope key, aborting"

Expected Results:
Expect [BookmarkEntry urlByResolveBookmark:ofReferrer:] can resolve the document scoped bookmark successfully.

Actual Results:
it failed to resolve document scoped bookmark with no error. 

Regression:
Not a regress, this a new API, and it doesn't work.

Notes:
We need this feature to implement reference files in our app, this is the solution Apple provieded, if it doesn't work, we have no workaround to implement our app on Mac OS X platform.
