Safari download history loses items

Summary: When downloading files, Safari sometimes erroneously removes entries from download history that were successfully downloaded. This happens when triggering a new download and usually removes the previous download history item. Steps to Reproduce: 1. Download file 1 2. Wait until file 1 is complete 3. Download file 2 4. Wait until file 2 is complete (might not be required) 5. Open download history popover Expected Results: Download history popover should have the top 2 items be file 2 and then file 1. Actual Results: Only file 2 is at the top, then nothing or older files. File 1 is no longer in the list but it still is in Downloads folder. Regression: This seems to have been happening for quite a few versions of Safari.
