Trackpad tap to click and gestures are being disabled after locking

Summary:

Trackpad loses tap to click and gestures after OS X being locked. Preferences pane for trackpad is showing them enabled. Easy fix is to every time open trackpad pane and deactivate/activate checkbox for tap to click which enables tap to click and gestures again.

Steps to Reproduce:

Lock OS X via screensaver or login window or Alfred.

Expected Results:

Tap to click and gestures should work after logging in.

Actual Results:

But they don't.
