ER: Add international keyboard settings to iOS Simulator

Summary:

The iOS Simulator should support the international keyboards available on device.

Steps to Reproduce:

1. Launch iOS Simulator

2. Launch Settings.app

3. Select General 


Expected Results:

I expect to find the keyboard settings that are available on device

Actual Results:

No keyboard settings.

Notes: 

It would make testing keyboard input much better if the simulator had the same keyboard capabilities as the device.

This turns out to be a regression from something I was testing.
