Summary:
URL Scheme with '=' sign in the URL no longer works in iOS6

Steps to Reproduce:
1) Launch Safari
2) Type in a URL Scheme of a 3rd party application with URL scheme support e.g. spuul://video_id=12334

Expected Results:
Pre-iOS6, this launches the corresponding 3rd party application

Actual Results:
Safari shows a popup 'Cannot Open Page' : "Safari cannot open the page because it is a local file"
