Vertical Scrolling in Tab Overview

When in the "Show All Tabs" view, I would like to be able to use mice only capable of vertical scrolling to switch between tabs. Specifically I am using the Griffin PowerMate, but any mouse with a traditional scroll wheel suffers from this issue.

Steps to Reproduce:
1. Open the "Show All Tabs" view either with the keyboard shortcut/menu item or the button in the tab bar.
2. Scroll Vertically

Expected Results:
Safari should switch between tabs until a tab is selected.

Actual Results:
Nothing happens
