Summary: When updating an application on build 9B206, the application may still be launched via a notification (either a newly received notification, or a notification in Notification Center).

Steps to Reproduce:
1) Update an application from the iTunes Store
2) Respond to a notification

Expected Results: The application does not launch, or the notification is hidden to begin with.

Actual Results: The application launches.

Regression: Not tested.

Notes: After leaving an application that is updating, the installation starts over (see attached screenshot).
