MKUserTrackingModeFollowWithHeading automatically deactivates when zoomed in

Please open the sample project from rdar://11915355 ("MKUserTrackingModeFollowWithHeading: annotations jump"). When tapping on the "Heading" button it generates 20 annotations around the current userLocation and enables MKUserTrackingModeFollowWithHeading.
Now zoom in closely.
Expected Results:
Heading mode should stay active.
Actual Results:
Heading mode is canceled and MapView snaps back to non rotated mode.
Regression:
Occurs since iOS 6 Vector based MapKit.
