Preview: Adding/editing note removes focus from open document

Summary:
When a note annotation is added or edited 

Steps to Reproduce:
1. Open a PDF document in Preview
2. Select Tools > Annotate > Note or click the "Show Edit Toolbar" button and select "Note"
3. Click somewhere (anywhere) in the document to add the note
OR
1. Open a PDF document with an existing note(s)
2. Double click a note to edit it

Expected Results:
The window (and it's controls) remain colored as is the case with windows in the forefront

Actual Results:
The window controls assume the appearance of a window in the background despite the
