Reminders should be smarter about dates

Summary:

I am able to type something like "{EVENT} @ 10:20", but sometimes it will set the date of the reminder to 10:20AM even though that time has passed in the current day. The notification for the reminder goes off and my Mac beeps in my face.

Steps to Reproduce:

1. In Reminders.app, create a new item
2. Name the item whatever, and append @ and a time without AM/PM
3. Reminders may set it to a time that has already passed.

Expected Results:

Reminders should realize that the time for the reminder has to be a future time on the current day and not a time that has already passed.

Actual Results:

Reminders sets the time to a time that has already passed.

Incorrect bug number?

@bradpurchase Are you sure the bug number is correct? It's way higher than the numbers everyone is getting at the moment, thus is always at the top of the bug list. Please verify it.

Kind of a duplicate of http://openradar.appspot.com/radar?id=1870401. Also, your number seems off.
