Xcode 4.6 does not include release notes in the iOS Dev Center

Summary:
There are no release notes for Xcode 4.6 in the iOS Dev Center.

Steps to Reproduce:
1. Go to the iOS Dev Center (https://developer.apple.com/devcenter/ios/index.action)

Expected Results:
See release notes for Xcode 4.6

Actual Results:
Don't see release notes for Xcode 4.6

Regression:
Xcode 4.5 came with release notes

Notes:
The release notes are, however, available in this non-standard location:
1. iOS Dev Center
2. Click 'Looking for an older version of Xcode?'
3. Observe 'Release Notes Xcode 4.6' on right, in first table row entry for Xcode 4.6
