Decoration views duplicated during device rotation

Summary:

Decoration views present in a collection view remain completely opaque and are not crossfaded during device rotation. 

Steps to Reproduce:

Add a decoration view to a UICollectionViewLayout. Rotate the device. 

Expected Results:

The decoration view fades out as a new one is faded in.

Actual Results:

The decoration view corresponding to the old layout remains completely visible until the rotation animation is complete, when it disappears suddenly.
