NSNumberFormatter: Using "multiplier" yields incorrect results for decimals

Summary: When configured to generate decimal numbers, and using a power-of-ten NSDecimalNumber as the multiplier, NSNumberFormatter apparently does not use decimal arithmetic in -[NSNumberFormatter numberFromString:]. Steps to Reproduce: Command - U the reduced test-case that is attached to this Radar. Expected Results: All green Actual Results: Some of the multiplier tests fail due to rounding errors that would not have occurred if the formatter used -[NSDecimalNumber decimalNumberByMultiplyingByPowerOfTen:] or the primitive functions of CoreFoundation.
