Language change takes 3+ minutes

Changing the language takes forever. See this video: https://www.youtube.com/watch?v=rgaqCiz9zXs I changed the language from German to English. The iPhone seems to hang forever, no user interaction is possible. Logs (Console log and crash/hang reports) are attached.
