Section header not drawn correctly in Phone app

Summary: section header for table view in wrong place

Steps to Reproduce: 

Expected Results: section header should be on top of tableview below search

Actual Results: section header floats in middle of the table view, observe D section

Regression:

Notes: Just seen this once, not sure how to reproduce it, screenshot attached
