Full Screen icons collect in menubar on Mavericks

Summary: Full screen icons collect in the menu bar for full screen apps, and are visible all the time, not just in the corner when the app is open as usual.

Steps to Reproduce: Open full-screen capable app, take full screen, then repeat with another app and notice the icons collect.

Expected Results: One icon per full screen window on the right of the menu bar.

Actual Results: All full screen icons collect on the left of the menu bar.
