Control Center Turns On Wifi, Doesn't Show Networks

Summary:
When turning on Wifi in Control Center, if a known network is in range, the phone connects to it. Otherwise, it doesn't do anything.

Steps to Reproduce:
Turn on Wifi area where phone hasn't connected to wifi before.

Expected Results:
If no known network exists to connect to, phone should prompt list of available networks so one can be selected.

Actual Results:
Nothing.
