10.9 (13A476u): Safari tab disappears when trying to drag to another display

Summary:

When you drag a tab from to tab bar onto another display to create an additional Safari window, the windows simply disappears.


Steps to Reproduce:

Open several tabs in Safari.
Connect at least one additional display.
In Safari, drag a tab from the tab bar directly to another display and watch it disappear.


Expected Results:
The tab should turn into a window on the desired display.


Actual Results:

The window disappears. It is visible in Mission Control but disappears immediately after selecting it.


Regression:

The window can be retrieved by collecting all Safari windows.
