NSOutlineView resizes column when containing view resizes.

Summary: When resizing the containing view of an NSOutlineView to be smaller than the current column width of a NSOutlineView the column size is reduced or enlarged as the enclosing view size is changed. Steps to Reproduce: See attached sample project and video. Expected Results: That the column size does not change. Actual Results: The column size changes. Regression: I don't know. Engineering has determined that this issue behaves as intended based on the following information:
In this example, if you turn off autoresizes outline column (in IB), the problem goes away. This is the way it should work.
