NSOutlineView resizes column when containing view resizes.

Summary:
When resizing the containing view of an NSOutlineView to be smaller than the current column width of a NSOutlineView the column size is reduced or enlarged as the enclosing view size is changed.

Steps to Reproduce:
See attached sample project and video.

Expected Results:
That the column size does not change.

Actual Results:
The column size changes.

Regression:
I don't know.

Engineering has determined that this issue behaves as intended based on the following information:

In this example, if you turn off autoresizes outline column (in IB), the problem goes away. This is the way it should work.

If you have questions regarding the resolution of this issue, please update your bug report with them.
