Dock background isn't refreshed

Summary:
When the wallpaper is changed, the background of the dock doesn't change

Steps to Reproduce:
1. Install iOS 7 on an iPhone 4
2. Set a wallpaper. the dock should show a blurred part of it.
3. Change wallpaper. 

Expected Results:
The Dock should show the bottom of the new wallpaper, blurred

Actual Results:
The Dock still shows a blurred version of the older wallpaper
