Cmd-tab switcher does not register multiple keystrokes made before the bezel loads

Summary:
When switching between the currently active application and the most recent but one application, one is tempted to press cmd-tab and while holding cmd press tab again, then let go. This can be done very quickly and before the bezel actually displays, however, if the bezel has not yet displayed then the second key press of tab is not registered and the application switch you were expecting is not what you get.

Steps to Reproduce:
1. Have lots of apps running.
2. Hold cmd, press tab twice, then release all keys.

Expected Results:
The most recently active but one app is now the active app.

Actual Results:
The most recently active app is now the active app.

I'm using 10.8.4 and I can not reproduce that problem. It seems to work appropriately even before the bezel loads for my system. I have an SSD though which may help things along (?). I'm on a mid 2012 13" MBP with 8GB ram.
