Summary:
There is this odd bug that has been around since the last seed, seed 2. Whenever I double-click the home button and swipe up to close an app, returning to the home screen always shows a black background instead of my wallpaper. I have to lock the device and unlock it for the wallpaper to show up again. 

Steps to Reproduce:
Open an app, enter the multitasking previews, swipe up on an app

Expected Results:
Wallpaper to always be visible

Actual Results:
Wallpaper is black

Regression:
Occurs every time I close an app.
