Summary:

When applying -webkit-overflow-scrolling: touch; to the <body> element in a webapp, tapping the status bar does not scroll the <body> to the top, it does nothing.

Steps to Reproduce:

1. Create a website.
2. Apply -webkit-overflow-scrolling: touch; to the overflowing <body> element.
3. Scroll down.
3. Tap the status bar to scroll to top.

Expected Results:

The <body> element's scroll position transitions to the top.

Actual Results:

The <body> element's scroll position is not changed.
