Bundle clang extras with Developer Tools

 
Summary:

Clang source has a "tools" branch that has some pretty useful tools.  It would be nice to have these by default, specifically 'cpp11-migrate.'

Steps to Reproduce:

* Install Developer Tools
* Run cpp11-migrate

Expected Results:

cpp11-migrate runs

Actual Results:

command not found

Regression:

never appeared
