System Music Controls Not Working

Summary: Using the system's (or bluetooth) audio controls doesn't work.

Steps to Reproduce: 
1. Pull up Control Center (locked or unlocked) or use Bluetooth audio controls
2. Try to play/pause/rewind/forward

Expected Results: Audio plays/stop/rewinds/forwards, respectively.

Actual Results: Nothing happens (button does glow); only volume control works.

Tested with multiple apps, including Apple's Music.app and Podcasts.app (also, Spotify, Downcast, Soundcloud, etc...)
