Custom URL schemes not handled correctly in mobile Safari

Summary:
We've set up a custom URL scheme for an app (pugpigreader://) we get inconsistent behaviour when these links are opened in mobile Safari. We've replicated it with other custom URL schemes, such as sms://.

Steps to Reproduce:
1. Open a brand new tab, hit return, and it works
2. Return to same tab, paste in again and retry
3. Modal dialogue 'Open this page in "[APP NAME"]?' appears
4. Tap open, dialogue dismisses but no action
5. Remain in same tab and paste URL again, hit return and app successfully launches
6. Cycles repeats until device is restarted

Expected Results:
App should open every time URL entered in safari

Actual Results:
Intermittent results - see steps to reproduce

We believe this issue has been addressed in iOS 7.0.3. If you're still having an issue please update your bug report with any new information
