Reachability 3.0 Incorrect on iPad mini + Cellular and iOS 7 GM

Summary:
When running the Apple provided Reachability code version 3.0 on an iPad mini + Cellular reachability is reported incorrectly. Specifically with Airplane mode on, launch the app and it will report that cellular data is available and that a connection just needs to be established.

Steps to Reproduce:
1. Open Reachability sample project
2. Run on an iPad mini + Cellular with Airplane mode on

Expected Results:
Access should not be available. Reachability Flag Status should be:
-- -------

Actual Results:
Reachability Flag Status: WR tc-----
Which is that it is WWAN, Reachable, transientConnection and connectionRequired

Was also present in 7.0.2, but is fixed in 7.0.3.
