Using the Option button on "Startup Disk" restart crashes pref pane and does not restart

Summary: Up through OS X 10.8.x, I could hold the Option button on my keyboard when clicking the "Restart" button in the "Startup Disk" pref pane, and the restart would be immediate (no prompts, etc).

Now the pref pane app crashes and the system does not restart. If I do not hold do the "Option" button, the "Restart..." works as expected, with a delay and possible prompts

Steps to Reproduce: 1. Open System Preferences 2. Go to startup disk 3. Select a disk, current, Bootcamp, anything else 4. Press and hold the "Option" button on the keyboard (note that "Restart..." button on screen is now labelled "Restart", no ellipses) 5. With the keyboard button pressed, click the "Restart" button on screen 6. Note the crash and the system staying up, and not restarting.

Expected Results: System to restart

Actual Results: Pref pane app crash and no system restart
