Notification Center only scrolls part of the view.

Summary:
The scrollable list view in Notification Center only scrolls the right portion of the view; the left portion appears frozen.

Steps to Reproduce:
1. Click the Notification Center icon in the menu bar.
2. Scroll the list of notifications.

Expected Results:
The entire Notification Center list view should scroll.

Actual Results:
Only part of the view scrolls. The rest is frozen in place. This makes Notification Center useless.
