Bluetooth Always Enabled after iOS 7 Updates

Summary:
After applying iOS 7 updates 7.0.1, 7.0.2, and 7.0.3, bluetooth is always enabled, even if bluetooth was disabled prior to the upgrade.

Steps to Reproduce:
1. Have an iOS device running 7.0.2
2. Disable bluetooth
3. Download and install 7.0.3
4. After reboot, look at bluetooth settings

Expected Results:
Should match the setting prior to the upgrade (bluetooth disabled)

Actual Results:
Bluetooth is enabled
