GarageBand help ignores system language setting and displays in French

Summary: I tried to read the GarageBand help file, but the whole thing was in French even though my system language (and other help files) are in English. Steps to Reproduce: 1. Open the GarageBand Help 2. Read it Expected Results: I should be able to read it. Actual Results: It's in French, which I can't read. Version: GarageBand 10.0.0
