Summary:
System Preferences does not show an installed Exchange profile as being valid

Steps to Reproduce:
1. Install Server 3.x from the Mac App Store on OS X 10.9
2. Configure Profile Manager and users in Open Directory accordingly
3. Configure the group which contains that user with the Exchange WebServices payload using variables as documented http://help.apple.com/profilemanager/mac/3.0/#apd073333AA-30C6-4FD2-B2E0-E0C95658A2C4 users on Exchange server has same username/password for testing purposes(to match %short_name% payload)
3. Trust the server and Enroll the Mac(without binding to Open Directory) using user name defined in both AD and OD, above
4. To further refine symptom, download and install payload manually on Mac OS X system

Expected Results:
Payload shows up in Profiles pane as valid and internet Account shows configuration

Actual Results:
Profile displays as 'iOS Only' and no configuration happens

Regression:
10.9 client and both 3.0 and 3.0.1 Server.app experience same symptom
