Summary:
Remember the input source per document doens't work? In my case it's Messages.app and Xcode.app

Steps to Reproduce:
1. Add second input source (In my case is Thai)
2. Open Xcode.app and Messages.app
3. In Xcode use the English input source.
4. Switch to Messages.app, change input source to Thai.
5. Switch back to Xcode.app, the input source will change to English, and then switch back.

Expected Results:
Input source switched to Thai.

Actual Results:
Input source switched to English.

Notes:
I enable 'Automatically switch to a document's input source' preference in the Keyboard's System Preferences.
