Managed Distribution of a paid app to an AppleID requires a credit card

Summary: Assigning a paid iOS app like Notability to a user with no billing information (payment set to "None") prompts them to enter a credit card to receive the app. Steps to Reproduce: 1. Enroll a user and device into Profile Manager. 1.5. Invite user into Managed Distribution. 2. Purchase an app for Managed Distribution (such as "Notability") 3. Assign the app to user in Profile Manager. 4. Sign into iTunes/Store Account belonging to user on enrolled device. Expected Results: User should see purchased app in App Store Purchases list, and be able to download it. Actual Results: User immediately receives an error message: "There is a billing problem with a previous purchase. Please edit your billing into to correct the problem." Hitting "OK" redirects the user to the App Store, where the user is prompted to enter a credit card. "None" is not an available option. Version: iOS 7.0.4 (11B554a), Server 3.0.1 (13S2015) on Mavericks 10.9 (13A603). Notes: Configuration: iOS 7.0.4, using Profile Manager from Server 3.0.1 running on 10.9 Mavericks Server. Example app was Notability 5.11. Running on an iPad MD341LL/A, iPad 3 64 GB (WiFi). The iPad is Supervised by Configurator

Revoking the app from the user does not resolve the message. Removing the user from Managed Distribution in Profile Manager does not resolve the problem. Unenrolling the device does not fix it either.
While logged into the affected AppleID, I am unable to download any apps from the App Store, including previously purchased ones, because I immediately get prompted for a credit card. This is a serious problem.
