Calling [[UIApplication sharedApplication] openURL] doesn't invoke willResignActive notification

Summary:
When you open a URL that takes you to another app, I would expect the UIApplicationWil notification to be sent to NSNotificationCenter.

Steps to Reproduce:
1.
[[NSNotificationCenter defaultCenter] addObserver:self selector:@selector(appWillResignActive:) name:UIApplicationWillResignActiveNotification object:nil];

2. 
[[UIApplication sharedApplication] openURL:<url_that_opens_another_app>]

Expected Results:
I would get a UIApplicationWillResignActive notification (appWillResignActive: will occur)

Actual Results:
I don't get any notifications
