Smart Banners do not work in all versions of iOS 7

This is a duplicate of rdar://15550126 The bug still occurs in iOS 7.1 beta 2. Please fix this with highest priority! When an app is installed an implements smart banners as per https://developer.apple.com/library/ios/documentation/AppleApplications/Reference/SafariWebContent/PromotingAppswithAppBanners/PromotingAppswithAppBanners.html The Open button in the Smart Banner works if the app is run on iOS 6, but no if it's run on iOS 7 (tested on 7.0.3, 7.0.4)

The issue seems to be solved in iOS 7.1 beta 3. However, I couldn't test well because once dismissed the Smart Banner never reappears. See rdar://15776183
