Support NSURLSessionDataTask in background sessions

Summary: NSURLSessionDownloadTask can not be used in the background for apps that want to handle the download stream directly, for example for encrypting it on-the-fly and then writing to a file. This could be done if NSURLSessionDataTask simply was allowed in the background, or if there was some way to specify a block handler to handle the data as it is received by the system.
