Support not activating the iOS simulator app when running tests

Summary:
While to execute iOS tests you need iOS, please support running logic tests without the overheard of activating the iOS simulator app.

This is something that Xcode 4 supported and greatly improved the development cycle. Under that setup the cycle was to write code, CMD+B, tests ok, refactor, CMD+B, tests ok, iterate.

Same setup to run logic tests on Xcode 4 takes less time to execute than Xcode 5 since the former doesn’t activate/launch the simulator app.

Steps to Reproduce:
1 Install Xcode 5.0.2
2 Create an "Empty Application" project
3 Select the "*Tests" target
3.1 Select "Build Settings"
3.2 Remove "Test Host"
3.3 Remove "Bundle loader"
4 Select the simulator as a destination
5 Select "Product", "Test"

Expected Results:
To not activate the iOS simulator app

Actual Results:
iOS simulator app is activated
