Regression: UITextView cuts line at bottom

Summary:
When UITextView is used in combination with contentInset, iOS 7.1 cuts off content at the bottom.

Steps to Reproduce:
Open the sample project: https://www.dropbox.com/s/ors9zq12kh4iqy2/TextViewTest.zip

Expected Results:
The negative contentInset of -4 to all sides should be applied and 4 lines of text displayed.

Actual Results:
Under iOS 7.1 beta 5, only 3 lines of text are displayed.

Regression:
Under iOS 7.0.x the negative contentInset is applied correctly and 4 lines of text are displayed.
