Collection view cells not reused when Accessibility Shortcut > VoiceOver is enabled

if 'VoiceOver' is checked in 'Accessibility Shortcut' in the Settings app when an app is launched, collection views will never reuse an already created cell from -[UICollectionView dequeueReusableCellWithReuseIdentifier:forIndexPath:]. The collection view will always create a new cell. Steps to reproduce 1) Open Settings app 2) Go to General > Accessibility > Accessibility Shortcut 3) Enable only VoiceOver 4) Launch sample app 5) Scroll collection view Expected results Number of cells created should stop increasing when enough are created to fit on the screen. Actual Results A new cell is always created. Config iPhone 5S running iOS 7.0.4 iPad mini (1st gen) running iOS 7.0.4 Version/Build 7.0.4 (11B554a) Additional Notes May be a duplicate of rdar://15357491
