After upgrading to iOS 7.1, the Settings app is badged with a (1) that will not clear

Summary:
After upgrading to iOS 7.1, the Settings app is badged with a (1) that will not clear. 

Going to Settings -> General -> Software Update  shows that the software is currently up to date. 

Unable to find a way to clear the badge.

Steps to Reproduce:
1) Wait for iOS 7.1 to be released. 
2) On March 10, 2014, (on iOS 7.0.x) go to Settings -> General -> Software Update
3) Update to iOS 7.1
4) When the phone reboots, look at Settings icon
5) Notice the badge (1) on the icon
6) Reboot the device (enjoy the new shutdown screen/slider. Nice!)
7) The icon is still badged when the system reboots. 


Expected Results:
The Settings icon should only be badged when there is an action to take, like needing to update the system software. It should be possible to clear the badge. 

Actual Results:
The Settings icon is permanently badged and cannot be cleared.
