Finder Desktop Selection Rects start with 0 width in 10.9.3

Summary:
Drawing an exact vertical or horizontal selection on the desktop does not result in visual feedback. It used to always be 1 pixel, but not anymore.

Steps to Reproduce:
1. Click and hold on the desktop.
2. Drag down without changing X coordinate (or horizontally without changing Y coordinate).
3. Look at screen.

Expected Results:
A 1 pixel line.

Actual Results:
Nothing.

Notes:
Finder windows Viewed "as icon" do not have this problem. Attached view preferences for my Desktop.
