Cannot store CKRecords with CKAssets in publicCloudDatabase

Summary:
CKRecord instances with a CKAsset cannot be stored in publicCloudDatabase. Saving in to privateCloudDatabase works as expected.

Steps to Reproduce:
1. Create a CKRecord instance:  let report = CKRecord(recordType:"report")
2. Create a CKAsset instance: let imageAsset = CKAsset(fileURL: fileURL)
3. report.setObject(imageAsset, forKey: "picture")
4. publicDB.saveRecord results in: <CKError 0x1710543a0: "Internal Error" (1/1003); "Saving asset failed">

Expected Results:
The CKRecord instance being saved with the asset

Actual Results:
<CKError 0x1710543a0: "Internal Error" (1/1003); "Saving asset failed">
