Swift class/static methods should use the same keyword for clarity & coherence.

Currently in Swift, you mark class methods with the "class" keyword and static funcs (in structs) with the "static" keyword. As both share the exact same meaning, I'd recommend that Swift uses the same "static" keyword in both cases instead, as this is more coherent.
